In HMIS, you cannot transfer a client directly from one program to another.  You must "refer" the client to one of the virtual CAA holding programs (Program Transfer - CAA or Housing First Graduates - CAA).  

Any client requiring a transfer from one program to another will require only ONE referral created in HMIS  (under the Service Transaction Tab of the Client’s profile). If there are multiple referrals created for the same program, HMIS will contact you to delete the redundant referral(s).
