The participant was admitted to a primary system for a period of time that requires their exit from the program (i.e. incarceration).

The participant was exited from the program before completion because the landlord evicted the participant in a decision made separately from the program; and housing and program participation are tightly integrated (i.e., place-based or group living programs).
